4/16/10: Educational Scholarships Available

Program Responsible for Daring Excellence (P.R.I.D.E.), a non-profit 501(c)(3) organization established by the Housing Authoirty has been providing educational scholarships to participants of the Section 8 Housing Choice Voucher Program for over a decade. The 2010 scholarship application is now available.


3/22/10: Public Notice regarding Additional Proposed Amendment to MTW Agreement

HACSC has been offered an opportunity to amend its Moving to Work (MTW) agreement with the U.S. Department of Housing and Urban Development (HUD). This amendment concerns the method used to calculate the amount of Section 8 administrative fee funds to be provided to HACSC annually. The amendment would result in HACSC receiving its annual administrative fee based on the same calculation method used for non-MTW housing authorities.

A public hearing will be held on Thursday, March 25, 2010, at 3:00 p.m. at the main offices of the Housing Authority of the County of Santa Clara, 505 West Julian Street, San Jose, CA 95110. This public hearing will coincide with the previously scheduled public hearing regarding HACSC’s proposed 2011 MTW Annual Plan and another proposed amendment (see March 10 Public Notice) to HACSC’s MTW Agreement.

Written comments from the public on HACSC’s plans for this amendment to its MTW Agreement may also be submitted by April 9, 2010, via email or U.S. mail, as follows:

3/10/10 - Public Notice regarding Proposed Amendment to MTW Agreement*

HUD has recently offered Moving To Work (MTW) agencies the opportunity to amend their MTW Agreements. This amendment would allow HACSC to propose and pursue programs and activities, subject to HUD approval, that are beyond the scope of the Section 8 voucher and Section 9 public housing programs but that address affordable housing needs in ways that are consistent with the goals and requirements of the MTW demonstration.
*Spanish translation and Vietnamese translation of public notice also available.

The proposed amendment to the MTW Agreement will be available for review at the following location from March 10 through April 9, 2010:

2/26/10 - Optional Contact Person or Organization

The U. S. Department of Housing and Urban Development (HUD) has passed a regulation giving Section 8 Housing Choice Voucher participants the option of providing contact information of a family member, friend, or social, health, advocacy, or other organization. This contact information is for the purpose of identifying a person or organization that may be able to help in resolving any issues that may arise during their tenancy or to assist in providing any special care or services they may require.

Participants can choose to remove, change or delete contact information that is on file with the Housing Authority at any time. If you choose to do so, please complete form HUD-92006 starting with the 4 th boxed line from the top. You may provide as many contacts as you wish; please submit a separate form for each name.

2/23/10 - PUBLIC NOTICE

The Housing Authority of the County of Santa Clara (HACSC) has developed its draft annual Moving to Work (MTW) Plan.  The MTW Annual Plan, which covers the period from July 1, 2010 through June 30, 2011, describes how the Agency is using its special MTW designation to be more cost effective and creative in the way it meets local needs for affordable housing. 

The Draft 2011 Moving to Work (MTW) Annual Plan is available in summary in the Housing Authority’s main office lobby at 505 W. Julian Street, San Jose. The plan summary and complete Draft Plan are also available here:
